إن التحولات السياسية والاجتماعية والثقافية العميقة التي عرفها المجتمع المغربي خلال الفترة الممتدة بين سنة 1957 و1993 ساهمت في ظهور منظمات نسائية تمخضت نشاطاتها عن صياغة مجموعة من المطالب عرضت في شكل مذكرة على أنظار جلالة الملك الذي أمر سنة 1993 بتشكيل لجنة ملكية انكبت اشغالها على إدخال تعديلات على مدونة الأحوال الشخصية، إلا أن التعديلات الجديدة لم تكن لترضي مطالب الحركة النسائية ، فاستمر الاحتقان في المجتمع المغربي بخصوص أوضاع المرأة إلى أن بلغ ذروته عن تقديم الوزير الأول السابق عبدالرحمان اليوسفي مشروع الخطة الوطنية لإدماج المرأة في التنمية خلال شهر مارس 1999 مما أدى إلى انقسام المجتمع المغربي إلى قسمين متعارضين تمثل في مسيرتي الرباط والدار البيضاء يوم 12 مارس ونتيجة لذلك جاء التدخل الملكي حاسما بأن بادر إلى تشكيل لجنة وطنية سنة 2001 بهدف إعادة النظر في مدونة الأحوال الشخصية وذلك باعتماد أحكام الشريعة الإسلامية وفق منظور اجتهادي يتلاءم ومشروع الديمقراطية الحداثية وقد أثمر عمل هذه اللجنة عن ميلاد مدونة الأسرة سنة 2003 .
