لقد رجعنا، عند وضع هذا الكتاب، إلى أبحاث عامة في علم السياسة، بدأنا بإلقائها في جامعة لوزان منذ شهر تشرين الأول (أكتوبر) عام 1955، فإعتمدناها وإستقينا منها الكثير. وإعتقدنا، في بادئ الأمر، أن بإمكاننا أن نقوم بهذا العمل دون أن تعارضنا صعوبات بالغة. ولكننا أخطأنا في ظننا هذا، فلقد كان إعداد هذه المحاضرات أصعب بكثير مما كنا نعتقد، ومازلنا حتى الآن نواجه صعوبات عديدة لم نستطع التغلب عليها. ونحرص، في الحال، على تنبيه القارئ إلى أننا لم نهدف بكتابنا هذا، إلى سد هذا النقص، ولذا سيلاحظ أن الكتاب لا يشتمل على عرض منظم الطرق التي يستخدمها، حالياً، التحليل السياسي، غير أن كتاب " دوفيرجيه " الذي سنيشر قريباً، ( وقد أصبح جاهزاً للطبع )، سيكون للطلاب أداة ممتازة تساعدهم على ولوج عتبة هذه المادة الصعبة. كما أن كتابنا هذا لا يشتمل، من جهة أخرى، على بحث متماسك عن مواضيع الحياة السياسة الكبرى. لقد كان هدفنا الوحيد، ونحن نسطر هذه الصفحات، إبراز المواضيع، وخاصة الصعوبات التي لا بد وأن تعترض أستاذ علم السياسة أو الباحث المتخصص في هذا العلم. لقد حاولنا أن نقدم، عن هذه المواضيع والصعوبات، كشفاً شاملاً، وأن نبين وجهة نظرنا الحالية في كل واحدة من النقاط المطروحة كما وجدنا ذلك ممكناً. ولكننا لم نستطع أن نصل، مع ذلك، وفي حالات كثيرة، إلى نتيجة ثابتة. لقد كان من السهل، نسبياً، أن نخفي هذه الشكوك عن أعين القارئ، ولكن بدا لنا أننا نخلص للحقيقة أكثر إذا نحن شرحناها بوضوح وعرضنا مختلف وجهات النظر المعروفة. فعملنا هذا ينحصر إذاً في دراسة علم السياسة نفسه. ولكن هذا النوع من العرض أو التقديم لا يلاقي، في الغالب، ترحيباً وإستحساناً. فقد إتهم علماء الإجتماع بأنهم يتقدمون بنظريات ممتازة ولكنهم يتجنبون تطبيقها في دراساتهم الخاصة. ونحن لانستطيع، إذا إستعرضنا ما حصل في الماضي، أن ننفي عن هذا الإتهام القاسي كل قيمته. ولكن علمنا يتصف بميزة خاصة هي أننا، نادراً ما نصادف فيه، مثل هذا النوع من النقاش. فمع أن علم السياسة يتمتع بإنتشار واسع في الولايات المتحدة فإن الجهود التي تبذل في سبيل تكديس الوقائع ما زالت متفوقة على تلك التي تخصص للتحليل المنهجي.
