الإعاقة ظاهرة ملازمة لكل المجتمعات الإنسانية. وتختلف نسبة تواجدها وأنواعها وموقف المجتمعات منها باختلاف الظروف الاقتصادية والاجتماعية لها.
ففي العصور القديمة حينما كان يولد طفل معاق كان على والده أن يذهب به إلى شيخ القبيلة الذي يناقش والده في أسباب الإعاقة ومن ثم يعدم الطفل بأي من الطرق التالية (تركه بلا طعام أو شراب حتى الموت - إلقائه من أعلى قمة في الجبل - ضربه على رأسه بشدة) المهم تكون نهاية هذا الطفل عند ولاته.
ثم تقدمت الأزمة قليلاً .. فاعتبر أن هذا الطفل (بركة البيت) فكانوا يضعونه في حجرة ويقدمون له الطعام والشراب وينتظروا بركاته فكان لديهم شعور بأنه بركة البيت ولولاه ما يأتيهم الرزق.
حتى القرن الثامن عش بدا اثنان من علماء البحث في دراسة أسباب الإعاقة وطرق علاجها معتمدين على أن الحيوان يتم ترويضه فكيف بالإنسان. ولكن هذان العالمان لقوا سخرية المجتمع من اهتمامهم الغريب.
حتى أنجبت (شقيقة رئيس أمريكا في ذاك الوقت طفل معاق) فقام رئيس أمريكا باستدعاء هذان العالمان ومنحهم مكافأة كبيرة جداً من أجل الوصول لعلاج هذا الطفل حتى أنه بعد ذلك تسابق الكثير من العلماء في البحث في هذا المجال، ومنذ بدء العمل الجاد مع الطفل المعاق اتجهت بعض التعريفات إلى المنحنى الطبي بينما توجه البعض الآخر إلى المنحنى السلوكي ولازال البعض الثالث يعرف التخلف العقلي من المنظور الأحصائي.
