هذا الكتاب يتضمن ما يأتي: شرح تحليلي وتأصيلي لأحكام قانون الضريبة على العقارات المبنية وقانون مقابل تحسين العقارات التي يطرأ عليها تحسين بسبب أعمال المنفعة العامة وذلك فيما يلي: أولًا: شرح نصوص القانون رقم 56 لسنة 1954 بشأن الضريبة على العقارات المبنية وتعديلاته المختلفة وإجراءات الطعن في قرارات لجان تقدير الضريبة، ثانيًا: شرح نصوص القانون رقم 222 لسنة 1955 المعدل بالقانون رقم 6 لسنة 1991 بشأن مقابل تحسين العقارات التي يطرأ عليها تحسين بسبب أعمال المنفعة العامة وكيفية تقدير المقابل وطرق الطعن فيه أمام المحاكم المختلفة، ثالثًا: القواعد القانونية التى قررتها محكمة النقض ومجلس الدولة والمحكمة الدستورية والمحاكم الجزئية والاستئنافية بشأن الضرائب والرسوم المذكورة، رابعًا: النصوص التشريعية للقوانين واللوائح التنفيذية والمذكرات التفسيرية والقرارات الوزارية، والتعليمات والمنشورات الصادرة من مصلحة الأموال المقررة وقرارات مجلس المراجعة وطرق الطعن فيها والنماذج القانونية المستعملة في تحصيل الضرائب، خامسًا: تعليمات مصلحة الضرائب العقارية التفصيلية بشأن الضريبة على العقارات المبنية والضرائب والرسوم الإضافية والملحقة.
