يعكس مفهوم المجال العام فكرة وجود شريحة من الفعل الاجتماعي، ومن الاتصال بين الدول والمجتمع المدني، يشكلان فضاء اجتماعياً يتفاعل فيه الأفراد العاديون ويتعاونون، ووفقاً لما ذهب إليه هبرماس فإن الفاعلين في المجال العام الحديث ينتمون بالأساس إلى الطبقات الوسطى المتعلمة وإلى البرجوازية، إن المجال العام يعبر عن المصالح والمشاعر المتجذرة في المجال الخاص وفي المجتمع المدني عبر منتديات جماعية، حلقات نقاش في المقاهي، وفي الصالونات الأدبية، والنوادي، والروابط التي قد تصل بنا إلى تشكيلات حزبية جنينية، أما دور المجال العام فهو إضفاء قدر من الاتساق على المشاعر المتفرقة، وإضفاء قوة جمعية على الادعاءات المتناثرة.
