ولد في مدينة الكويت عام 1942 وتوفي في 15/1/1995 وقد كرمته الدولة فأطلقت اسمه على إحدى مدارس الكويت .
أتم تعليمه الأول في مدارس الكويت وأنهى المرحلة الثانوية بالمعهد الديني وأكمل جميع مراحل الدراسة الجامعية في جامعة القاهرة ، حيث حصل من كلية دار العلوم على الليسانس 1966 فالماجستير 1973 فالدكتوراه 3/3/1977 التي نال بها مرتبة الشرف الأولى.
عمل مدرساً في وزارة التربية , فمعيداً بقسم اللغة العربية بجامعة الكويت.
عين أستاذاً مساعداً في 1983 في قسم اللغة العربية وآدابها / كلية الآداب – جامعة الكويت.
ترأس قسم اللغة العربية عدة مرات، وعمل عميدا مساعداً ثم عميداً لكلية الآداب.
نائب رئيس مجلس إدارة وكالة الأنباء الكويتية (كونا).
عضو اللجنة العليا للمعاهد الفنية.
عضو مجلس إدارة المعهد العالي للفنون الموسيقية.
عضو رابطة الأدباء الكويتية، ومن ثم أميناً عاماً لها.
عضو في المجلس الوطني للثقافة والفنون والآداب.
عضو في لجنة جوائز الدولة.
رئيس تحرير لمجلة البيان التي تصدر عن رابطة الأدباء.

كتاب توثيقي حول الشاعر الكويتي الراحل عبد الله العتيبي الذي أشتهر بحبه للكويت ، وكذلك جاء قصائد في حب الكويت ، يذكر الكتاب في بدايته السيرة الذاتية للشاعر ، ثم يستعرض مواقف من حياته ، ثم يقدم الكتاب عدد من القصائد الشعرية التي ألفت عنه بعد رحيله ، ثم يقدم الكتاب أراء الأدباء والمفكرين في الشاعر الراحل ، ثم يلحق بالكتاب مجموعة صور للشاعر عبد الله العتيبي
