الساحة الإسلامية أحوج ما تكون إلى مناقشة تصوراتها عن الدولة الإسلامية ومراجعتها أكثر من أي وقت مضى، فقد غلبت العموميات البلاغية والتصورات التاريخية على رؤيتها حيناَ، وطغت الاعتبارات العملية (البراغماتية) على حركتها حيناَ آخر. والدعوة إلى المراجعة هنا لا تعني التراجع ولا النقض، ولا تحركها عقلية الانكسار ولا أوهام الاستكبار، بل هي واجب شرعي وتاريخي يقترن بمهمة التجديد وهي مسؤولية من يرفع لواء هذا الدين لعظم الأمانه التي يحملها حين يتحدث بلسان المرجعية الشرعية ويتحرك تحت مظلتها.
وبموازاة فتح حوار حول الدولة الإسلامية، نحتاج إلى مراجعة الدولة الحديثة في صورتها القومية كمتغير مفاهيمي، بمعنى: كيف نفكر في الدولة و"نتخيلها"؟ وكيف نحن في أمَسّ الحاجة إلى تجديد "أمر" الدين..؟ فالدولة كبناء هي "أداة" لرعاية مصالح الناس ومنتج بشري يمكن تحولّه إلى آلة هيمنة وأداة للاستبداد في يد من يملك المال ويحكم بالبطش. تلك كانت مسارات الجدل الفكري والنظري عبر التاريخ بشأن السلطة والمُلك (ونُظم الحُكم السياسي).
إن غاية هذا الكتاب هي بناء عقلية نقدية وفتح أفق لمتابعة الاجتهاد في النظرية السياسية، بهدف العودة إلى فهم الواقع بأدوات متنوعة، فالنظرية والواقع لا يفترقان .. لكن بينهما جسر، وعلى هذا الجسر يمكن العقل أن يفهم خرائط الواقع ويستشرف المستقبل بشكل أفضل.. ليصوغ وجهته بمنهج أكثر رشداَ وحكمةَ.
