أصبح العبء الملقى على عاتق الباحثين والأكاديمين في دول العالم النامي عموماً, والدول العربية خصوصاً, لا يقل أهمية عن العبء الملقى على الحكام والسياسة, تحديداً فيما يتعلق بتسليط الضوء على الأبعاد السياسية والقانونية لظاهر التدخل الدولي المتذرع باعتبارات إنسانية وتحديد الاستراتيجيات الملائمة للتعامل معها, ليس لكون هذه الدول هي الأكثر عرضة لمخاطر هذا التدخل تحت ذرائع إنسانية فحسب, وإنما أيضاً حفاظاً على البقية الباقية من سيادتها الوطنية, وهي الأسباب التي من أجلها تم تناول هذا الموضوع (التدخل الدولي المتذرع باعتبارات إنسانية) مع تسليط الضوء على حالة التدخل الدولي في الصومال.
وقد قام الكاتب بتقسيم الكتاب إلى خمسة فصول هي: (المتغيرات الدولية وانعكاساتها على القيم والمفاهيم المميزة لتطور العلاقات الدولية بعد عام 1990, إشكالية العلاقة بين التدخل الدولي الإنساني والسيادة الوطنية, إشكالية التدخل الدولي الإنساني ومدى مشروعيته, التدخل الدولي بين الاعتبارات السياسية والاعتبارات الإنسانية, حالة تطبيقية: للتدخل الدولي في الصومال.
