تأتي اهمية الكتاب في أنه يحاول دراسة الاساس القانوني للتأمين الالزامي من حوادث المركبات في دول العالم، وبالذات الوطن العربي، ومدى ارتباطها بالتشريعات القضائية والمرورية، ورصد التطورات في قوانين التأمين على المركبات في الاقطار العربية وعلاقتها بموضوعات وثيقة التأمين وتشريعات القضاء، وتوظيف التحليل الوصفي والكمي في رصد وتحليل اطر المعالجة القانونية للتامين الالزامي على المركبات.
وباختصار فان الكتاب يهدف حسب فصوله الاربعة الى الفصل الاول مقدمة عامة في مفهوم التأمين، اما الفصل الثاني التعريف بالتامين الالزامي من المسئولية الناشئة عن حوادث المركبات ويشمل موضوعات عن التامين الالزامي عن المسؤلية ونشاته واساسه القانوني، اما الفصل الثالث فانه يتناول نطاق التامين من المسؤلية كالمسؤلية المدنية والمسئولية الناشئة عن الاضرار التي تحدثها المركبة اضافة الى الشخص الملتزم والمستفيد من التامين بينما يتناول الفصل الرابع اثار التأمين الالزامي من المسؤلية الناشئة من حوادث المركبات، كالعلاقة بين المؤمن له وشركة التامين، والعلاقة بين شركة التامين والغير. ثم نقدم استنتاجات وتوصيات من شانها تقديم الافكار العلمية والقانونية لاصحاب القرار في الحكومات وشركات التأمين.
