إن خطورة الدعوات الأمريكية والغربية في ميدان التدخل الإنساني تكمن في كونها اخذت تجرد مبادئ حقوق الإنسان من طبيعتها العالمية لتجعلها اداة من ادوات العولمة التي باتت تستخدم لخرق اركان السيادة الوطنية للكثير من بلدان الجنوب ولا سيما تلك التي تعاني من هشاشة اوضاعها الاجتماعية بحكم الظاهرة الاستعمارية التي قسمت حدودها بشكل اعتباطي وفقاً لمصالح القوى الاستعمارية وبحكم الانتهاكات المستمرة لحقوق الانسان من قبل بعض حكومات العالم الثالث ضد بعض فئاتها وجماعاتها المحلية وهو ما دفع إلى دخول الكثير من تلك الدول في دوامة الحروب والصراعات الداخلية التي استنفدت الكثير من طاقاتها البشرية وقدراتها الاقتصادية وعرضتها لخطر التمزق والإنحلال.
ان هذا الكتاب هو محاولة للتذكير بمخاطر الدعوات الأمريكية لعولمة مبادئ حقوق الانسان واخراجها من طبيعتها العالمية عبر استخدامها كآلية من آليات التدخل بالضد من القواعد والمبادئ الدولية المتعارف عليها في هذا الميدان ولا شك أن هذا الأمر يفرض مسؤولية دولية للإرتقاء بمبادئ حقوق الانسان إلى مديات ارحب تبعدها عن شبهة التحريف السياسي والاستخدام الذرائعي الامريكي عبر دعم الامم المتحدة والمنظمات الدولية الأخرى المعنية بحقوق الانسان وتشجيع دورها في الضغط على الدول لحل اشكالات حقوق الانسان بعيداً عن اساليب التهديد والتدخل التي تمارسها الولايات المتحدة باسم الشرعية الدولية، وقد جرى تقسيمه إلى الفصول الآتية: (الفصل الأول: العولمة وظاهرة الأقليات، الفصل الثاني: الاقليات في المنظور الإسلامي، الفصل الثالث: الاقليات بين عدم التدخل وحق التدخل الانساني، الفصل الرابع: الاقليات في المواثيق الدولية، الفصل الخامس: معالم التغيير في النظام الدولي، الفصل السادس: اكراد العراق والتدخل الامريكي "الانساني"، الفصل السابع: أسباب وذرائع التدخل الإنساني).
