التنظيم الدولي فرع من فروع القانون الدولي العام، وربما كان هذا الفرع هو الأهم من بين الفروع الأخرى، ولم تبرز أهمية هذا الفرع وتتنامى إلا نتيجة لتشابك العلاقات الدولية وتداخلها وزيادة حدة الصراعات الدولية وتناميها، بفعل بروز قوى دولية وأفول أخرى، وانتشار أسلحة الدمار الشامل وامتلاكها من قبل عدد متزايد من الدول.
من هنا برزت أهمية التنظيم الدولي وتنامت، فالتنظيم الدولي لم يظهر في صورته الأولى إلا كوسيلة لفض المنازعات وتسويتها بالوسائل السلمية. وإلى جانب التنظيمات الدولية برزت ظاهرة أخرى، هي ظاهرة التنظيمات الإقليمية، وتسعى هذه التنظيمات إلى إنماء العلاقات الودية بين أعضائها وتسوية منازعاتها بالوسائل السلمية، وما يميز هذه التنظيمات عن التنظيمات الدولية، أنها تضم في عضويتها دولًا يجمع بينها عناصر مشتركة، كوحدة اللغة أو الدين أو التاريخ أو القومية أو الانتماء الإقليمي الواحد، ومن بين هذه التنظيمات جامعة الدول العربية ومنظمة الوحدة الإفريقية ومنظمة الدول الأمريكية ومنظمة الدول الأفروآسيوية وإلى جانب التنظيمات الدولية والإقليمية ظهرت التنظيمات المتخصصة التي تضطلع وتهتم بإدارة وتنظيم مسائل معينة، ومن بين هذه التنظيمات، منظمة الصحة العالمية ومنظمة التجارة الدولية، ونجحت هذه التنظيمات وإلى حد ما في إنجاز الأهداف التي أنشأت من أجلها الأمر الذي شجع على إنشاء المزيد منها في مختلف الميادين.
وانتشرت في الآونة الأخيرة تنظيمات أطلق عليها المنظمات غير الحكومية، والمعروف أن هذه التنظيمات تنشأ بمبادرات خاصة أو بمساعي غير حكومية، واستطاعت هذه التنظيمات الإسهام في تشجيع وإنماء التعاون الدولي ومساعدة المنظمات الحكومية في أداء المهام المسندة لها، ومن بين هذه التنظيمات، جمعية الصليب والهلال الأحمر، ومنظمة العفو الدولية، ومنظمة أطباء بلا حدود وجمعيات حقوق الإنسان، وما إلى ذلك من التنظيمات غير الحكومية الأخرى.
وسوف نبحث في هذا المؤلف نشأة وتطور التنظيم الدولي، ونعرج على أهم التنظيمات الدولية العالمية والإقليمية والمتخصصة "عصابة الأمم- الأمم المتحدة- جامعة الدول العربية- منظمة الوحدة الإفريقية- منظمة الصحة العالمية" ونتناول بالدراسة أيضًا المنظمات غير الحكومية نظرًا لبروز هذه الظاهرة وانتشارها في العالم بشكل متزايد، متخذين من جمعية الهلال الأحمر الليبي نموذجًا لهذه المنظمات.
