في العقد الأخير من القرن المنصرم تداعت أكثر من مائة جامعة أمريكية متهمة بالتربية وإعداد المعلمين وشكلت مجموعة أطلقت على نفسها مجموعة هولمز (Holmes Group) للتصدي للأزمة التي تواجه مهنة التعليم، وبعد دراسة مستفيضة أصدرت المجموعة إعلانًا تحت عنوان "معلمو الغد" وضعت فيه الأسس الضرورية للنهوض بنوعية المعلم، كما أصدرت بعد ذلك بوقت قصير كتابًا بعنوان مدارس الغد، الذي تركز من خلاله على ضرورة إنشاء بيئة تربوية صالحة لتنفيذ برامج إعداد المعلمين، فنشأت فكرة إقامة مدرسة التنمية المهنية التي تولي اهتمامًا رئيسيًا لفكرة التعليم البنائي، وفكرة مجتمع التعلم من خلال بناء الشراكة الحقيقية القائمة بين الجامعة والمدرسة، وعلى الرغم من أن الاهتمامات السالفة الذكر كان لها ما يبررها، وأنها أسهمت بشكل إيجابي في بناء مهنة التعليم، إلا أنها لم تصدر من قبل في إطار واحد متكامل مثل الإطار الذي تقدمه في هذا الكتاب شارلوت دانيلسون بتكليف من الرابطة الأمريكية للتوجيه وتطوير المناهج (ASCD). إن هذا الإطار مصمم ليستجيب لحاجات المعلمين سواء أكانوا من المتدربين أم المعلمين المبتدئين أم المعلمين المتمرسين من ذوي الخبرة الطويلة فمستويات الأداء المتوقعة تشتمل على مساحة واسعة من الخيارات، مثل: غير مرض، أساسي، فعال ومتميز، بحيث تتيح للجميع إظهار مقدراتهم المختلفة، كما أن المعايير التي يشتمل عليها الإطار قائمة على نتائج الأبحاث التربوية التي ركزت على أنواع السلوك التي تؤثر في تعلم التلاميذ، كما ارتكزت أيضًا على خبرات المعلمين المتمرسين، ومتطلبات هيئات الترخيص في الولايات المختلفة، وقد جاء الإطار نتيجة لتكاتف هيئات مختلفة، مثل: هيئة خدمات الاختبارات التربوية (ETS) والجمعية الأمريكية لكليات المعلمين، والاتحاد الفدرالي للمعلمين والمجمعية الوطنية لمديري المدارس الابتدائية والثانوية، والجمعية الوطنية للتعليم، أي أن الإطار جاء نتيجة لجهد جماعي اشترك فيه معظم المعنيين بمستقبل مهنة التعليم. عبد الله علي ابو لبدة.
