التربية عملية مستمرة إستمرار الحياة إذ أنها تبدأ مع بداية رؤية الإنسان للنور وتنتهي بإنتهاء حياته ويقع كل فرد تحت تأثير التربية بشكل مباشر أو غير مباشر، والمربي هو كل من يتعامل مع الآخرين ويؤثر في حياتهم وطرقة معيشتهم وتفكيرهم بشكل أو بآخر كما يفعل الآباء وتفعل الأمهات وكما يوجه ويعلم المعلم والمرشد ورجل الدين ورجل الحكم والسياسة وأجهزة الدولة المختلفة ومؤسساتها الثقافية والإجتماعية والسياسية والإقتصادية وغيرها، وكما يحدث في الشارع والنادي ومؤسسات التسلية والتوعية وغيرها من المؤسسات التي تتعامل مع الناس وتستقطب إهتمامهم وتؤثر في أنماط حياتهم وتفكيرهم.
فالتربية إذا لا تقتصر على عمل المؤسسات التي يتعارف عليها المجتمع والتي تعمل مباشرة مع المتعلمين في معاهد ومدارس ومؤسسات تعليمية، فهي قد امتدت وتوسعت ليصبح مداها وشموليتها شموليتها الحياة وتشعبها.
ومع إتساع وشمولية العملية التربوية بدأ العالم يشهد تزايداً مستمراً في إعداد السكان وذلك بسبب تحسن الأوضاع الصحية والإقتصادية ولعوامل أخرى لا مجال لذكرها هنا، ومع تزايد إعداد السكان إزدادت أعداد من هم في سن الدراسة المنظمة الإبتدائية والثانوية وحتى الجامعية، كما تزايدت أعداد المتسربين من المدارس وكذلك أولئك الذين لم تتوفر لهم فرص الدراسة لأسباب عدة منها الأوضاع الإقتصادية والإجتماعية وعجز الأسر عن تلبية إحتياجات تعليم أولادهم والإستغناء عن مدخولاتهم أن هم عملوا وتوفرت لهم فرص العمل والإستخدام، وكذلك بسبب تقصير الأجهزة الحكومية في إستيعاب من هم في سن الدراسة وكذلك قصور المناهج عن تلبية إحتياجات المتعلمين وتحقيق تطلعاتهم وفشل أنظمة القياس والتقييم في إبتداع الوسائل التي تضمن تحقيق المتعلمين لأهدافهم الحياتية المختلفة وفي وضع ما يتعلمونه في المدارس والمعاهد موضع التطبيق العملي الفعل.
