حوى هذا المؤلف الذي بين يدي القارئ بين دفتيه مسألة فقهية فرعية-الهجرة إلى بلاد غير المسلمين: حكمها وضوابطها-ذات صلة وثقى بذلك المنهج الذي أثمر لنا ثروة فقهية عظيمة، وموسوعات جليلة تحكم الإنسان في كل عصر ومكان.
وقد قام المؤلف في مؤلفه هذا بجهد كبير في شتات هذه الجزئية وإخراجها على وفق القضايا الفقهية المعاصرة، فربط موضوعه بما يعيشه الشباب المسلم من حيرة واضطراب في حكم الهجرة إلى بلاد غير المسلمين، فأخرجه من حيرته، ووضع له في طريقه الدليل المرشد في هجرته، ورسم له المعالم الصحيحة التي يجب عليه أن يوصى عليها بالنواجذ، وهو في درا غير داره، وبين مجتمع لا عهد له به.
فقد أحاط المؤلف بجميع جزئيات المسألة متفنناً في الاستفادة من مصادرها القديمة والحديثة بلغة سلسلة عذبة سهلة مشبعة بالمفردات القرآنية، وأحياناً في عزو الأقوال العلمية لأصحابها، حريصاً على تجسيد المنهج العلمي في دراسة مثل هذه المسألة. ولهذا كله اتسم هذا السفر القيم بالجدة والجودة.
أما المنهجية التي اعتمدها في البحث فتتلخص فيما يلي: أولاً: عرض آراء الفقهاء وغزو أقوالهم ونقولهم إلى الكتب المعتمدة في المذاهب الفقهية المشهورة. ثانياً: عرض أدلة كل فريق مع توخي الأمانة، والدقة في النقل، ومناقشة الآراء بموضوعية دون التعصب لرأي على حساب رأي آخر. ثالثاً: اعتنى بعزو الآيات الواردة في البحث بذكر اسم السورة ورقم الآية. رابعاً: ترجم للأعلام الوارد ذكرها في الأصل دون الهامش، وشرح الكلمات القريبة الواردة في البحث، مع التعريف بالأماكن.
وخامساً: وضع فهارس مساعدة للآيات والأحاديث والأعلام والأماكن والمصادر والمراجع والموضوعات. سادساً: قسم بحثه على مقدمة وثلاثة فصول، تحدث في المقدمة عن أهمية موضوع الدراسة. وأسباب اختياره له، وطرح الإشكالية التي يعالجها وتطرق في الفصل الأول لمفهوم الهجرة لغة واصطلاحاً، ثم عرج على ذكر أنواع الهجرة من خلال الكتاب والسنة، كما وبين تعريف دار الهجرة لغة واصطلاحاً مع ترجيحه للتعريف المناسب لهما. أما الفصل الثاني فتطرق لحكم الهجرة إلى بلاد غير المسلمين ولجريان الأحكام الخمسة (الوجوب، الحركة، الكراهة، الاستحباب والجواز) على الهجرة، وخصص الفصل الثالث لبعض الأحكام التطبيقية المتعلقة بالهجرة فبين حكمن الزواج بكتابه، وحكم التجنس بجنسية الدولة غير المسلمة.
