سمير قسيمي روائي جزائري، حاصل على بكالوريوس في الحقوق. عمل محاميًا، ومحررًا ثقافيًا، كما عمل كاتبًا في المصالح الحكومية. عمل مصححا لغويا في الصحافة، وهو الأمر الذي أتاح له الاحتكاك بالوسط الثقافي. وصلت روايته “الحالم” إلى القائمة الطويلة لجائزة الشيخ زايد في دورة 2014.اختارت مجلة بانيبال الإنجليزية فصولا من روايته “في عشق امرأة عاقر” (2011) لتنشرها مترجمة إلى اللغة الإنجليزية. تعد روايته الثانية “يوم رائع للموت” أول رواية جزائرية تتمكن من بلوغ القائمة الطويلة للجائزة العالمية للرواية العربية في 2009. بعد منع الناشرين المصريين من المشاركة في الصالون الدولي للكتاب في الجزائر أصدر بيانًا معترضًا على قرار المنع حتى شارك الناشرين بالصالون. يشغل منصب رئيس القسم الثقافي باليومية الجزائرية (صوت الأحرار).

تشتغل رواية «الحالم» على سؤال بقدر ما تبدو الإجابة عنه بديهية بقدر ما تظهر صعبة ومعقدة عند الوقوف عليه، وهو «هل يستحق الحلم أن نضحي لأجله بكل شيء». ويحاول الإجابة على هذا السؤال بنحو يجمع بين «الغرائبية» و«الواقع»، حيث يبعث بينها الكاتب نصا سرديا فريدا في تركيبه، جمع بين طياته ثلاث روايات كاملة في الوقت نفسه، كل واحدة يمكن أن تقرأ على حدة ولكن بجمعها تفتح كل واحدة على الأخرى أفقا أوسع للإجابة على السؤال الذي تمحور عليه عمل «قسيمي» والذي بشكل أو بآخر جعلت من الروائي شخصية من شخوص الرواية التي لا يمكن سبر أغوارها إلا بقراءة متأنية تحفظ فيها التفاصيل على جنب لتستعمل لاحقا كمفاتيح لفهم الرواية
