يصدر هذا الكتاب في الوقت الذي لا تزال قضية التخلف وفشل خيارات التنمية من القضايا الأساسية التي تواجهها بلدان العالم العربي ومعظم بلدان العالم الثالث، على الرغم من التجارب التنموية الناجحة التي حققت إنجازات مهمة في حقبة ما بعد الاستقلال، على مختلف الصعد الاجتماعية والاقتصادية والثقافية، غير أن هذه التجارب ما لبثت أن انكفأت في العقود الأخيرة لينهار معها ما سبق أن تحقق من تراكمات في سيرورة التنمية. فلماذا فشلت هذه التجارب التنموية العربية، وما هي الموانع التي تحول دون استعادة الدولة في العالم العربي دورها في التنمية، وهل أن الطبقات الاجتماعية الحاكمة في البلدان العربية، وهي طبقات أكثر تبعية لرأس المال العالمي، وللإمبريالية الأمريكية، قادرة فعلاً على تحقيق التنمية في بلادها. يبحث علي القادري في هذا الكتاب في المفاتيح التاريخية والبنيوية والعلائقية التي تفسر آليات الهيمنة الإمبريالية في العالم ودورها في إعاقة التنمية في العالم العربي، وبخاصة في العقود الثلاثة الأخيرة التي شهد العالم العربي فيها عملية تنمية عكسية. يركز الكتاب في تفسير عملية إجهاض التنمية في العالم العربي على مجموعة مفاتيح مترابطة سببياً، استطاعت الإمبريالية الأمريكية من خلالها تعزيز هيمنتها على المنطقة ونهب ثرواتها؛ أبرزها الحروب والهزائم التي تعرّض لها العالم العربي في العقود الأخيرة وما سببته من تعميق للهيمنة الأمريكية على النفط، ومن إعادة تشكيل للطبقات الحاكمة العربية وفقاً للإرادة الأمريكية، ومن تعزيز للتبعية ولنهب القيمة في المجتمعات العربية لمصلحة المركز الإمبريالي، مع تشديد الكتاب على نقطة محورية في عملية الهيمنة هذه، هي استلاب أمن الطبقة العاملة الذي يشكل العمود الفقري للسيادة الوطنية في هذه المجتمعات
