يهدف هذا الكتاب إلى تعريف القارئ بطبيعة وتركيبة وآلية الإدارة العامة وتدريبه تدريجياً على استخدام المبادئ والنظريات والتقنيات لتحليل المواقف والظروف الروتينية وغير الروتينية التي تواجه الموظف الحكومي والعمل على إيجاد الحلول المناسبة لها باستخدام الطريقة العلمية. هذا ويحتوي الكتاب على اثني عشر فصلاً تغطي الفصول الثلاثة الأولى الجانب النظري للإدارة العامة حيث يعالج الفصل الأول مفهوم ووظائف ومشاكل الإدارة العامة ويتطرق الفصل الثاني إلى مساهمات الحضارات القومية والحديثة في تطوير الفكر الإداري ويناقش الفصل الثالث بيئة الإدارة العامة وأثرها على السلوك التنظيمي. وتركز الفصول الثلاثة التالية (الرابع والخامس والسادس) على البنية التحتية للإدارة العامة حيث يشمل الفصل الرابع على النظريات الكلاسيكية والحديثة ويوضح الفصل الخامس وظائف المدير واستخدامه للنظريات ويناقش الفصل السادس الهياكل التنظيمية والتقسيمات الإدارية لأجهزة الدولة. وتعالج الفصول الثلاثة التالية (السابع والثامن والتاسع) ديناميكية الإدارة الحكومية وطبيعة عملها ومواجهتها للقضايا والمشاكل المعقدة والغامضة والجدلية. ويركز الفصل السابع على عملية صنع السياسات العامة في مختلف مجالات الحياة. ثم يركز الفصل الثاني على سلوك القيادة الإدارية وتأثير ذلك على اتخاذات القرارات التي تمس حياة الأفراد في المجتمع، ثم يشرح الفصل التاسع كيفية تنفيذ وتقييم البرامج الحكومية والرقابة عليها. ويغطي الفصلان التاليان (العاشر والحادي عشر) الموارد البشرية والمالية التي تساعد على استمرارية عمل الإدارة الحكومية. فيناقش الفصل العاشر مركز الموظف العام وأنظمة الخدمة المدنية ومبدأ الجدارة ونظريات الدافعية والحوافز ويشرح الفصل الحادي عشر إعداد الدولة للموازنة السنوية وكيف تحصل على الإيرادات وتنفقها لتمويل عملياتها أما الفصل الثاني عشر فيركز على استعدادات الإدارة العامة للتغيير والتطوير لتساير التطورات السريعة التي تجري في المجتمع الدولي كالعولمة ونظم الاتصالات الحديثة.
