تمثل قضية تعليم ذوي الاحتياجات الخاصة وتأهيلهم تحديًا حضاريًا للأمم والمجتمعات باعتبار أن المعوقين يمثلون نسبة لا تقل عن 10% من مجموع السكان على المستوى المحلي والدولي، وتشكل هذه الأعداد الكبيرة من ذوي الاحتياجات الخاصة فاقدًا تعليميًا، يهدد الاقتصاد الوطني والعالمي، مما يقضي بضرورة التعاون والتكاتف الاجتماعي بين جميع الفئات في رعاية ذوي الاحتياجات الخاصة مع البحث عن جهات مانحة لمحاولة إدخال هذه الفئات في عملية التنمية بدلاً من أن يكونوا عالة عليها، ومن حقهم علينا أن نحسن تربيتهم وتعليمهم حتى يتمكنوا من الانخراط في المجتمع ويعيشوا حياتهم ويمارسوا أنشطتهم باحترام وتقدير، خاصة وأن لدي بعضهم قوة وطاقة في نواح معينة يجب استثمارها وتوظيفها بالشكل الصحيح، الأمر الذي دعا التربويين إلى إعادة النظر في طبيعة الوضع التربوي والسياسات التربوية كي تنسجم مع هذه التحولات السريعة وتواكب عصر انفتاح المعلومات بشكل يجعلها جزءاً أساسياً في التعليم من خلال توظيف التقنيات التعليمية في تعليم ذوي الاحتياجات الخاصة، ومن هنا جاءت فكرة إعداد هذا المطبوع ليستعرض موضوع المستحدثات التكنولوجية ودورها في تعليم ذوي الاحتياجات الخاصة (الإعاقة العقلية، الإعاقة البصرية، الإعاقة السمعية، الإعاقة الحركية،، الإعاقة السمعية البصرية) بشكل شامل وموسع.
