يتوجه هذا الكتاب لطلبة كلية الاقتصاد والإدارة في جامعة عدن، ولطلبة الدراسات العليا في هذه الكلية على وجه الخصوص. وهو يوفر لهم ولطلبة الدراسات العليا في كليات الاقتصاد والإدارة في الوطن العربي معلومات غزيرة ومنظمة، في الحقل الإداري تثري ثروتهم الفكرية واختصاصهم في هذا الحقل. إن أبواب هذا الكتاب وفصوله قدمت فصولاً غنية من المعلومات المختلفة، ومن مصادر مختلفة، وقد أثارت هذه الفصول، الكثير من الأسئلة والمعضلات والمشكلات التي تبحث عن أجوبة. في الباب الأول: اقتصرت البحوث والدراسات على (المبادئ والنظريات). أما الباب الثاني: وقد ضم أربعة فصول ينتقل من خلالها إلى الحقل الثاني من الدراسات الإدارية، فبعد إعطاء الصورة واللوحة الكاملة للمبادئ والنظريات، انتقل الكتاب إلى المجالات الحيوية لتطبيق الإدارة العام’، وفي هذا الباب، تم إيضاح كيف يمكن النجاح في تحويل المبادئ والنظريات إلى واقع عملي على الأرض، في إدارة شؤون الأفراد، وفي العلاقات العامة، وفي العلاقة الإدارية بين السلطة المركزية والإدارات المحلية، فضلاً عن التنمية الإدارية. وفي الباب الثالث، تناول الفصول فيه رياح التغيير، التي هبت على الدراسات الأكاديمية للإدارة العامة، ونخص ما تذكر منها ما أثير من حوارات ومناقشات عن إمكان الاحتراف في الإدارة العامة، فضلاً عن الفصل الثاني الذي انصب على الإدارة في عالم متغير. كما تناول هذا الباب مجال الابتكار والإبداع في الإدارة العامة، أما الفصل الثالث الذي استوعب: القدرة التنظيمية للإدارة العامة في الإسلام، فقد يبدو لبعض الباحثين أن الفصل، لا يقترب، ولا يتوحد مع فصول الباب، وعنوانه الإدارة العامة وروح العصر، ولكن دراسة هذا الفصل بشكل جيد تؤكد أنه من صميم هذا الباب، وجزء مكتمل له، كخط عام، يمثل القدرة التنظيمية للإدارة العامة في الإسلام، في الانسجام مع روح العصر، يومذاك عندما واجهت عالماً سريعاً ومتغيراً
