تناول المؤلف في هذا المصنف دراسة القواعد الإجرائية المنعيَة إتخاذها أمام مختلف المحاكم اللبنانية لكي يحصل المتقاضي على ما يعتقد أنه حق له، وبزوال عصر القصاص الخاص، وكون الشخص ينتصب من نفسه خصماً وحكماً ويقتص لنفسه وبظهور فكرة الدولة المركزية بسلطاتها المختلفة ومنها السلطة القضائية صار اللجوء إلى المحاكم عند حدوث النزاع أمراً ضرورياً وملزماً. وللخصوم كما للقاضي وأعوانه وكما للدولة أصول للتقاضي وإجراءات يتعين إحترامها واتباعها حتى يقول القانون كلمته ويحق الحق لصاحبه وتسود السكينة والأمن المدني هيبة الدولة وسلطانها. والإجراءات هي أعمال قانونية، رسمية، شكلية، آمرة، جزائية على المجتمع إحترامها والإلتزام بها كما وردت في القانون. فسلطان الإدارة ينسحب من مجال القانون الإجرائي، تاركاً للقانون تنظيم كل شيء. فالإدارة حرة في اللجوء إلى القضاء أو عدم اللجوء له. فإم قررت التقاضي خضعت خضوعاً كاملاً لهذه الإجراءات لا تملك الإفلات منها. وقانون الإجراءات هو طائفة قائمة بذاتها من طوائف القانون الداخلي. حيث يقسم القانون المتعلقة باصل الحق إلى قانون عام وقانون خاص بالنظر إلى المصلحة المحمية، وإلى جانب هذه الطوائف يوجد القانون الإجرائي باعتباره الوسيلة التي حددها القانون المتعلق بأصل الحق. وقد تولى المؤلف دراسة قانون أصول المحاكمات اللبناني الجديد الصادر سنة 1983 بما ورد عليه من تعديلات سنة 1985 والسنوات التالية.
