هذا الكتاب هو استمرار لجزء من كتاب سبق أن نشرته منذ أعوام تحت عنوان «العرب وتوازن القوى في القرن الحادي والعشرين»، وهو دراسة استشرافية لواقع القوى العظمى في التسعينيات، وقد انطلقت تلك الدراسة من افتراضات نظرية معينة تذهب إلى وجود ثوابت ومتغيرات في السياسة الدولية؛ والثوابت هي ما أطلقنا عليه (قوانين التاريخ) وهي عبارة عن استنتاجات متكررة طوال التاريخ، لا تمتلك الدول تغيير كنهها لكنها تستطيع استخدامها في أثناء تعاملها الدولي. ومن المرجح عندنا، أن نجاح السياسة الخارجية لأية دولة يعتمد على مقدار فهمها لهذه القوانين التاريخية ومدى قدرتها على التعامل معها. وأخيراً، لا بد من أن نذكر أن غاية هذه الدراسة تذهب إلى ناحيتين: أكاديمية وسياسية... فهي محاولة لوضع دراسة علمية أكاديمية تتناول ظاهرة سياسية مهمة، وقد لاحظت خلو المكتبة العربية، والمنشورات الجامعية بشكل خاص، من دراسة متكاملة في التوازن الدولي، فما كتب في الفكر العربي غالباً، تناول هذه الظاهرة باقتضاب شديد، وذلك بغرض تعريفها وإدخالها مدارك الطلاب، ولم تذهب هذه الدراسات إلى محاولة تقديم صياغة متكاملة لهذا الموضوع الخطير. أما السبب السياسي فيحاول خدمة السياسة العربية ولفت عنايتها إلى أهمية تحليل هذه الظاهرة، وقد بدا لي أن بعض حالات الفشل في السياسة العربية تعود إلى عدم إدراك أهمية التوازن الدولي... فدفعنا وما زلنا ندفع ثمن الفهم السياسي الخاطئ، هذا ما حدث عقب الحرب العالمية الأولى وتكرر بعد الحرب العالمية الثانية، وقد يتكرر مرة أخرى بعد أن انتهت الحرب الباردة وأصبح العالم يتشكل من جديد.
