لقد حاولت في هذا الكتاب أن أقدم معالجة جديدة وجريئة لقضية حرية الإعلام تعتمد على دراسة الواقع برؤية نقدية, تشكل الأساس لنظرية جديدة لحرية الإعلام. كان الدافع لذلك هو أن ثورة الاتصال سوف تفرض على الإنسانية واقعاً جديداً لا مكان فيه للدول الضعيفة إعلامياً.. والتي ما زالت خائفة من حرية الإعلام, وتستخدم تلك القوانين القديمة لتقييد صناعتها الإعلامية والاتصالية. إن ثورة الاتصال أيضاً تفتح آفاقاً واسعة أمام الأمة العربية لتحقق النهضة والتقدم, ولكي تبني صناعة إعلامية واتصالية قوية ومستقلة.. وهذه الصناعة لا يمكن أن تتطور إلا في ظل الحرية.. القيود تشل هذه الصناعة وتزيد تخلفها.. والقيود أيضاً تقلل من مصداقيتها وثقة الجماهير فيها فتنصرف الجماهير للتعرض لوسائل الإعلام الأجنبية بكل ما يحمله ذلك من مخاطر الغزو الفكري والاستعمار الإعلامي والثقافي.
