كما تم التطرق إلى علاقة تخطيط القوى العاملة بكل من إستراتيجية المنظمة والأنشطة الأخرى لإدارة القوى العاملة وعرضا كذلك الأدوات والأساليب الفنية المساعدة للتخطيط وكيفية إستخدام التخطيط كميزة تنافسية للمنظمة، وأخيراً تضمن الباب الأول عرضاً للمستويات المختلفة التي يُمارس فيها تخطيط القوى العاملة.
وتضمن الكتاب في الباب الثاني تنمية وتدريب القوى العاملة في المنظمات بدءاً بمفهوم التدريب والتنمية وعلاقة التدريب والتنمية مع أنشطة القوى العاملة بالمنظمة، فدور الفرد في برامج التطوير والتنمية بالمنظمة، ثم تم التطرق إلى أهداف التدريب والتنمية، وفوائده وتحديد مسؤولية التدريب والتنمية بالمنظمة، فمراحل التدريب والتنمية، ومبادئ وأنواع وطرق ومجالات التدريب، وتم تخصيص جزء لتدريب وتنمية المدراء، وبيان طرق وأساليب التنمية للمديرين.
