يبدو أن تنمية المجتمع وتنظيمه هي "موضة" الإصلاح في العالم في السنين الأخيرة، فما أن تقابل أحد العاملين في المجتمعات المحلية وخاصة في الريف، حتى يبادئك بالتحدث عن أصول تنمية المجتمع وتنظيمه.
الكل يتحدث عنها كما لو كانت وسيلة الوسائل والحل الأصيل الذي ليس بعده حل لجميع مشكلات المجتمع.
والعجيب في هذا المفهوم الجديد القديم، أنه مطاط وفضفاض، مما أدى إلى أن يتحدث عنه كل مختص وكأنه جزء من إختصاصه.
فرجال الزراعة يتحدثون عن الإرشاد الزراعي، ورجال الصحة يتحدثون عن التثقيف الصحي، ورجال التربية والتعليم يتحدثون عن تعليم الكبار، ورجال الخدمة الإجتماعية يتحدثون عن تنظيم المجتمع، والمهندسون يتحدثون عن تخطيط المدن...
الكل يتحدث عن تنمية المجتمع وتنظيمه من زاويته الخاصة، فيرى أن تخصصه هو حجر الأساس في عملية الإصلاح.
وينقسم هؤلاء المختصون، إلى ثلاث فئات عامة:
1-فئة ترى أن المواطنين هم أصل المشكلة، وأنه يجب مساعدتهم على النمو والتكيف حتى يتم الإصلاح، ويتزعم هذه المدرسة الإخصائيون الإجتماعيون والمربون في أمريكا.
2-وفئة ترى أن التخلف الإقتصادي هو أصل البلاء، وأنه يجب التغلب عليه بشتى السبل حتى يتم الإصلاح، ويتزعم هذه المدرسة الإقتصاديون والزراعيون ورجال الصناعة في شتى أنحاء العالم.
على أنه من العمل أن تقول أن كلا من الفئتين ترى بعض الصواب في رأي الفئة الأخرى، ومع ذلك فلا يزال كل فريق متمسك بنظريته الأساسية على أنها الأولى بالإهتمام.
3-أما الفئة الثالثة فهي التي تجمع بين الرأيين في شبه إتزان، فتنادي بأن المجتمع - وخاصة في البلاد "المتخلفة إقتصادياً" - في حاجة شديدة إلى كلا الإتجاهين: الإقتصادي والإجتماعي، حتى يتم الإصلاح المنشود، ويتزعم هذه المدرسة المختصون في تنمية المجتمع وتنظيمه كعلم قائم بذاته.
في هذا الكتاب يعرض الكاتب للموضوع بوجهة نظر أقرب ما يمكن لرأي الفئة الأخيرة، فهو يرى أنها أنسب الآراء لحاجات البلاد "المتخلفة" إقتصادياً.
