لا شك أن التخطيط من أهم الوظائف الإدارية في أي منظمة أو مشروع، ويستهدف تحديد أنواع الوظائف المطلوبة وتوفير بيانات دقيقة للتنبؤ بالمستقبل وإتاحة الفرصة للإدارة في تحديد أهدافها وخططها بشكل يساعد على معرفة العمل المطلوب، وتحقيق الإستفادة من الموارد المتاحة، ومساعدة المخططين بالمنظمة في وضع إطار منهجي ومنتظم.
ويجب هنا وضع تعريف شامل للتخطيط الإداري، فهو عبارة عن إعداد التدابير اللازمة لمواجهة المستقبل بخطوات منظمة لتحقيق أغراض وأهداف محددة، فلكل منشأة أو منظمة هدف رئيس تسعى إلى تحقيقه، وتعمل من أجله لتعزز إحساسها بأنها صاحبة رسالة، ولكي يتحقق هذا الهدف لا بد من وضع الخطط ورسم السياسات ومن ثم تنفيذها بإحكام.
ويشكل التخطيط عنصراً هاماً من عناصر أي قرار إداري، لأن أي وحدة إدارية لا بد أن تخطط إذا كان أعضاؤها يختصون بإتخاذ القرارات بهدف تغيير تنظيمها؛ وتتوفر الشرعية في التخطيط من خلال السماح بالمشاركة في وضع القرار، كما يجب الإحاطة بوضع الخطة في ظروف التأكد أو عدم التأكد أو المخاطرة أو الصراع.
والحقيقة أن التخطيط يعتبر الإطار الحقيقي لأي مشروع صغيراً أو كبيراً ولأي منشأة أو منظمة، لانه محط التطلعات والآمال المستقبلية، فمن خلال هذا التخطيط الذي إذا كان مبنياً على أسس وقواعد راسخة وثابتة معتمدة على العقل، فإن هذا المشروع المخطط له جيداً، لا بد أن يحقق النجاح ويصل إلى الهدف، فالتخطيط إذن هو الخطوة الأولى من وظائف الإدارة، وهو عملية مستمرة لضمان سير أمور العمل لتحقيق الأهداف والغايات المرجوة من العمل أو المشروع المطلوب تنفيذه.
يحاول هذا الكتاب أن يجيب على عدد كبير من الأسئلة التي يحتاجها القائمون على المشاريع وخاصة الريادية منها.
