إن تحقيق التنمية المنشودة في المجتمع يتوقف على وجود الجهاز الإداري القادر على تحقيق أهدافها والوفاء بمتطلباتها، لذا فإن الاهتمام يتعاظم لدور الإدارة على اعتبار أنها أداة النمو والتقدم. وذلك لأنه من الجدير بالذكر أن عناصر الإنتاج في أي مجتمع تتمثل في أربعة عناصر رئيسية تتمثل في عنصر الطبيعة وما يحويه من ثروات طبيعية متعددة، بالإضافة لعنصر رأس المال والمتمثل في جانبين أساسيين هما رأس المال النقدي ورأس المال العيني، والعنصر الثالث وهو عنصر قوة العمل والذي يمثل حجم السكان ممن هم في سن العمل وقادرين على القيام به ومؤهلين لذلك، ورابعاً عنصر الإدارة الذي يعد العنصر الدينامي الذي يستطيع التعامل مع العناصر الثلاثة سالفة الذكر حيث تتمثل تلك العناصر بالقدرة النسبية في كل المجتمعات الإنسانية وبالتالي تسعى الإدارة في تلك المجتمعات بسد العجز في أحد العناصر بتوظيف واستثمار العناصر الأخرى المتوفرة في المجتمع. من أجل ذلك سارعت مختلف المجتمعات للاهتمام بالعنصر البشري وضرورة إعداد الكوادر الفنية والإدارية اللازمة لقيادة العمل بمؤسسات ومنظمات المجتمع المختلفة على اختلاف تخصصاتها وتبعياتها. وتعد المؤسسات الاجتماعية من المؤسسات النوعية التي تعمل في مجالات الرعاية الاجتماعية المختلفة، وتستوعب أعدادا متزايدة من العاملين سواء في القطاع الحكومي أو القطاع الأهلي والذي أخذ في الآونة الأخيرة في تزايد وتشعب مؤسساته وخدماته في كافة المجتمعات لسد النقص والعجز في خدمات الرعاية الاجتماعية التي تقدمها المؤسسات الاجتماعية الحكومية. وفي هذا المؤلف سيتم تناول إدارة المؤسسات الاجتماعية الحكومية والأهلية بغرض تقديم إطار مرجعي يعين على فهم الأبعاد الإدارية والتنظيمية لتلك المؤسسات وكيفية إدارتها لتحقيق الأهداف المنشودة .
