هذا الكتاب يتضمن ما يأتي: شرح تفصيلي مقارن للنظام القانوني لاتحاد الشاغلين طبقًا لقانون البناء الجديد رقم 119/ 2008 ولائحته التنفيذية الصادرة بقرار وزير الإسكان رقم 144/ 2009 وقرار وزير الإسكان 200/ 2009 بالنظام النموذجي لاتحاد الشاغلين ومشكلاته العملية وحلولها وذلك فيما يلي: أولًا: تعريف اتحاد الشاغلين وطبيعته القانونية وتكوينه ونطاق سريانه زمانيًا ومكانياً وشرح النظام النموذجي لاتحاد الشاغلين والشروط الشكلية والموضوعية والآثار القانونية المترتبة على قيام اتحاد الشاغلين والإجراءات اللازمة لقيام اتحاد الشاغلين, ثانيًا: تعيين مجلس إدارة اتحاد الشاغلين وشروط عضويته وسلطات وواجبات عضو الاتحاد المالك والشاغل والأجنبي وتشكيل الجمعية العمومية وإجراءات انعقادها واختصاصات مجلس إدارة الاتحاد والموارد المالية وتنظيمها وإدارتها والطرق القانونية الجنائية والمدنية والإدارية لتحصيل الالتزامات المالية.
ثالثًا: الالتزامات القانونية الواجبة على شاغل الوحدة السكنية وخلفه العام والخاص والمواعيد الإجرائية وتحليل مواد القانون واللائحة والصلة بينهما, رابعًا: المبادئ القانونية التي قررتها محكمة النقض المصرية وأحكام المحكمة الإدارية العليا وفتاوى مجلس الدولة والدستورية العليا وشرحها والتعليق عليها, خامسًا: الدفوع القانونية والقيود والأوصاف الجنائية والكتب الدورية والمذكرات والنصوص التشريعية السارية والملغاة وأهم الصيغ القانونية للدعاوى والعقود والأوراق المتعلقة باتحاد الشاغلين وقرار وزير الإسكان 200/ 2009 بالنظام النموذجي لاتحاد الشاغلين وكيفية تطبيقه ومشكلاته العملية وحلولها.
