هذا الكتاب دراسة مقارنة بين الشريعة الإسلامية والقوانين الدولية فيما يخص قضايا اللاجئين واللجزء والهجرة والتهجر القسري، ويأتي كنتيجة للتعاون المثمر بين المفوضية السامية لشئون اللاجئين ومنظمة المؤتمر الإسلامي. وقام بإعداد هذه الدراسة نيابة عن المفوضية السامية للأمم المتحدة لشؤون اللاجئين الأستاذ الدكتور "أحمد أبو الوفا" من جامعة القاهرة في مصر. وقد تمكن المؤلف من تفصيل الشريعة الإسلامية والتقاليد العربية، بما في ذلك المعايير والقواعد السلوكية التي تشكل مرجعية للإطار القانوني الذي تدير به المفوضية السامية للأمم المتحدة لشؤون اللاجئين عملها. لقد أوضح المؤلف أيضاً كيف كرم الإسلام اللاجئين ولو كانوا من غير المسلمين ومنع إكراههم على تغيير معتقداتهم وعدل معهم ولم يقبل انتقاص حقوقهم، وأمن لهم حماية حياتهم وأموالهم ولمَ شمل أسرهم وجمع العديد من نصوص القرآن الكريم والشعر العربي القديم قبل وبعد الإسلام، وأشبع تلك النصوص شرحاً وبياناً. من هنا تأتي أهمية هذا العمل ومصداقيته في رفع الستار عن الشواهد المضيئة في التقاليد العربية والإسلامية التي اعتبرت أن من يأوي من هاجر إليه هو المؤمن حقاً، واعتبر حق الملجأ حقاً أساسياً من حقوق الإنسان، سواء كان مسلماً أو غير مسلم. وفي هذا الكتاب اعتبر "انطونيو جويترس" المفوض السامي للأمم المتحدة لشؤون اللاجئين أن "... اللاجئون ليسوا إرهابيين، إنهم أول ضحايا الإرهاب، وفي طيات هذا الكتاب نتعرف إلى واجبنا في التصدي لمثل هذه المواقف ومحاربتها (...)". أما الأمين العام لمنظمة المؤتمر الإسلامي البروفسور "أكمل الدين إحسان أوغلي" فاعتبر "أن من مميزات هذه الدراسة انها اهتمت باستعراض النصوص الشرعية من كتاب وسنة المؤصلة للمبادئ والقواعد الضابطة لهذا الموضوع (...)". كتاب هام يجمع ما بين التقاليد والأعراف العربية، وفكرة الحماية التي هي في صميم ولاية المفوضية السامية لشؤون اللاجئين.
