ومع نشأة مفهوم التنمية المستدامة نشأت فكرة مسؤولية القطاع الخاص نحو المجتمع والبيئة، وأهمية مشاركته في جهود التنمية الوطنية، لا سيما مع تزايد حجم هذا القطاع في ظل هيمنة فلسفة السوق الحر والتوجه نحو الخصخصة في كثير من دول العالم.
والإعتقاد السائد أن القطاع الخاص لا بد وأن يساهم في دفع عجلة التنمية المستدامة من خلال تبنيه للمسؤولية الإجتماعية، وما يمكن ان تقدمه الشركات الخاصة من خدماتٍ تتجاوز هدف تعظيم الربح إلى تحقيق المحافظة على البيئة وجودة حياة الإنسان.
إلا أن ذلك يستدعي من منظمات الأعمال العمل في إطار من التشريعات والسياسات الحكومية؛ فهي لا تعمل لوحدها في حيزٍ معزول وإنما في إطار القانون العام، وبخاصةً فيما يتعلق بالخدمات والمشروعات العامة التي تهدف إلى تنظيم وإشباع حاجات المجتمع، لذا كان لا بد من شراكةٍ بين القطاعين لتتمكن هذه المنظمات من تأدية مسؤوليتها الإجتماعية بالشكل الصحيح الذي يخدم أهداف التنمية المستدامة ويحقق الصالح العام.
ويستعرض هذا الكتاب العلاقة بين المسؤولية الإجتماعية للشركات والتنمية المستدامة ودور الحكومات في هذه العلاقات من خلال شراكة مصيرية بين القطاعين العام والخاص.
