نبذة النيل والفرات: ويهدف هذا الكتاب إلى تحقيق نوع من التوازن بين الجوانب الفلسفية والنظرية للمراجعة وبين الجوانب الفنية للأداء المهني وإجراءات واختبارات المراجعة. ولتحقيق هذا الهدف، فلقد تم تقسيم الكتاب إلى ثلاثة أقسام رئيسية يشتمل كل منها على عدد من الأبواب والفصول. ولقد خصص القسم الأول لدراسة بيئة عمل المراجع لتقديم المفاهيم الأساسية التي تحكم بيئة عمل المراجع الخارجي، ويتضمن ذلك التعريف بالمراجعة وأنواعها والفروض التي تقوم عليها والمعايير التي وضعت للتحكم في خصائص مزاولي المهنة والمحافظة على مستوى مهني مرتفع والتي تحدد الخطوط العريضة لما يجب أن يقوم به المراجع من اختبارات وما يعده من تقارير. ولقد تطلب ذلك إبراز طبيعة وأنواع مسؤوليات المراجع وقواعد آداب وسلوك المهنة. أما القسم الثاني فيدور حول دراسة الجوانب الفنية لاختبارات المراجع ويتناول ذلك بيان نواحي التطوير التي طرأت على وسائل فحص وتقييم أنظمة الرقابة الداخلية والتحول من المدخل الشخصي (الحكمي) إلى المدخل الإحصائي في مجال المراجعة الاختيارية. واستكمالاً للتعريف بالجوانب الفنية والمتطورة لعملية المراجعة فقد اختتم هذا القسم بدراسة للمراجعة الإدارية والمراجعة الاجتماعية. ولقد استخدم القسم الثالث لدراسة الجوانب الميدانية لعملية المراجعة من خلال عمليات الفحص الميداني وإجراءات التحقق لمفردات القوائم المالية المختلفة، تمهيداً لإصدار الحكم الفني المحايد عن مدى سلامة تمثيل تلك القوائم لنتائج الأعمال والمركز المالي للمشروع، مع بيان كيفية استخدام المدخل الإحصائي في هذا الصدد.
