نجد أنفسنا في البندقية، وهي واحدة من أغرب مدن العالم بشوارعها العائمة، وكباريها، وقصورها. حلم البندقية هو ميراث الأم، الذي يرثه الطفلان اليتيمان بروسبر و بو. فقد حكت لهما عن تلك المدينة التي يمكن أن يحدث بها العجب. وهكذا أصبحت البندقية بعد موت الوالدين هي ملاذهم من العمة المزعجة التى تفوح منها رائحة مثبت الشعر، و التي تريد أن تفرق بينهما. وسرعان ما يشعر كل من بروسبر و بو بالألفة في تلك المدينة، التي احتضنتهما مثل "حيوان كبير ناعم". و يجدا مأوي من الليل عند مجموعة من أطفال الشوارع الإيطاليين في سينما قديمة. وفي كنف زعيم اللصوص عاشا حياة حرة طليقة. ثم يظهر فيكتور في الساحة، و هو مخبر خاص كلفته عمة بروسبر و بو بالبحث عنهما. و يتلقي "زعيم اللصوص" مهمة غامضة: يجب عليه أن يسرق الجناح الخشبي لأحد أسود لعبة الساقية الدوارة. ثم تتوالى معجزات مدينة البندقية، فالساقية التي وجدها الأطفال في جزيرة أمام البندقية تخبئ سحراً خفياً: إنها تستطيع أن تجعل الكبار صغاراً مرة أخري و تحول الصغار إلي كبار.
