إن تطوير المناهج هو موضوع الساعة وموضوع كل ساعة فالكلام عنه لا ينتهي والحديث فيه لا ينقطع, والكتاب يتكون من خمسة فصول؛ يتعرض الفصل الأول منه لمفهوم التطوير وأهميته ودواعيه، ويتعرض الفصل الثاني لخصائص التطوير في الماضي، ثم يتناول الأساليب المختلفة للتطوير قديماً وحديثاً ومدي ما طرأ عليها من تغيير وتحسين، أما الفصل الثالث من هذا الكتاب فقد تناول أسس التطوير، بينما تناول الفصل الرابع منه خطوات التطوير، كما تناول الفصل الخامس والأخير المصاعب والمعوقات التي تواجهها عملية التطوير.
وقد تم التعرض بعض النقاط في مواضع مختلفة، مثل التجريب كأساس وخطوة من أسس التطوير وتعرض لتطوير الكتب وطرق التدريس والوسائل التعليمية، وحيث إن موضوع التطوير موضوع شامل، واسع الجوانب، متعدد المجالات، فقد حاولنا أن يكون التركيز علي الخطوط العريضة له وعلي الأسس والخطوات والمفاهيم المرتبطة به.
