هذا الكتاب يتناول اساساً خطوات إعداد وتحضير المخطط العالم للمدينة، يبدأ بمناقشة علاقة التخطيط بمجلس المدينة ووضع جهاز التخطيط فى الإطار الإدارى للمجلس وخصائص وإستعمالات المخطط.
ثم يناقش السياسة العامة التى يضعها مجلس المدينة لتحقيق أهداف التنمية العمرانية مثل: توفير بيئة سكنية صحية آمنه وتوفير الأماكن المناسبة والكافية لأنشطة الخدمات العامة والصناعة، وكذا توفير شبكة من وسائل النقل مريحة وسريعة وإقتصادية.
ثم يتناول دراسة تاريخية عن المدينة موضوع الدراسة وكيف نمت على مر التاريخ والعوامل التى أثرت على هذا النمو.
كما تركز المناقشة على الدراسات البيئية والعمرانية والإجتماعية والإقتصادية وجمع الحقائق والبيانات وعمل المباحث الميدانية فى كل هذه المجالات.
كما تشمل الدراسة وضع المعدلات التخطيطية لكافة الأستعمالات السكنية والتجارية والخدمية والصناعية للمدينة موضوع الدراسة، وعلى ضوء هذه المعادلات يتم تحليل البيانات والمباحث الميدانية التى تمت لتحديد أوجه القصور النقص فى الإسكان والخدمات فى الوقت الحاضر وتحديد متطلبات المستقبل من الارض، وبعد تحديد الأرض اللازمة لكل نشاط، يصمم المخطط العام ويقيم ثم يوافق عليه من مجلس المدينة، وينتهى الكتاب بكلمة عن تصميم الحضر- التصميم العمرانى.
