يتناول تاريخ ثلاثة رؤساء مصريين هم: عبدالناصر والسادات ومبارك» وفق تسلسل زمني يبدأ من قيام ثورة 23 يوليو 1952 إلى ثورة 25 يناير 2011، وذلك كما دوّنته النكات السياسية «مجهولة المؤلف» التي رددها المجتمع المصري خلال عصور هؤلاء الرؤساء الثلاثة.
وبين ثورتين وثلاثة رؤساء، جرت في مياه التنكيت على كبار المسؤولين في مصر حسب الكتاب مياه كثيرة، حيث يمشي الكاتب - بحذر- بين أشواك السياسة المصرية وكواليس الحكم، ليحكي كيف كان عبد الناصر يتعامل بجديَّة تامَّة مع النكت المتداوَلة في الشارع المصري وقتها، وأن الزعيم الراحل كان يكلِّف أجهزة الرئاسة بجمع تقارير يومية وأسبوعية وشهرية عن النكت المنتشرة، وكان يُولي تلك التي تتناول رجال الحكم من «الضباط الأحرار» ومعاونيهم اهتماما خاصا؛ باعتبارها مؤشراً لرأي الناس في المسؤولين، ونوعاً من «المعارضة السياسية السرية» وكذلك تعامل الرؤساء السادات ومبارك مع النكتة.
وفي فصل خاص، ولأول مرة في تاريخ دراسة أدبيات النكتة المصرية، يرصد الكتاب ظاهرة «نقل النكت» من مصر إلى الدول العربية كسورية والعراق وفلسطين ، وإعادة صياغتها بحيث تتناسب مع هذه الدول.
