يشتمل على مبادئ وأسس لعلم واسع الميدان، ألا وهو: " علم المصطلحات"؛ ولذلك فإنه يفيد كلًّا من طلاب الكليات الأدبية والعلمية، ويفيد الكُـتّاب كما يفيد المترجمين، ويفيد أرباب المهن التقنية كما يفيد واضعي القوانين والمنفّذين لها، ويفيد القائمين على إيتاء الخدمات والرعاية الصحية والاجتماعية كما يفيد المتلقين لها، ويفيد العاملين في المنظمات المحلية والدولية كما يفيد العاملين في القطاع الخاص وفي المؤسسات الحكومية، وفي المؤسسات الصغيرة والمشروعات الكبيرة. فالمقصود من هذا الكتاب هو ملء الفجوة العميقة بين المفاهيم والمصطلحات التي توضع للتعبير عنها؛ حتى يقترب كلٌّ منَّا إلى العلوم والتقنيات الحديثة، ويستطلع آفاق المفاهيم الرئيسة لكلٍّ منها، حتى لو كان من غير المتخصصين بها. وهذا الكتاب موجَّه أيضًا إلى المصطلحيِّـين العرب، ففيه دعوة جادَّة لاستثمار أدوات علم المصطلح وتطبيقاته في خدمة اللغة العربية؛ فقد آن الأوان للاتفاق على مضمون وشكل سجلَّات وملفَّات المصطلحات، وتحليل المفاهيم وبناء النُّظُم لها انطلاقًا من المعارف المتاحة، وتدوين تعريفات لتلك المفاهيم والمساهمة في حركة التقييس، ونشر المتفق عليه من المصطلحات. فالوجود؛ أو مجمل التصورات لدى الإنسان، مقسَّم إلى منظومات من المفاهيم، والمصطلحات هي الواسمات لتلك المفاهيم، أو هي انعكاس لوجودها المادي، أو لتصورها المجرَّد. وإنشاء المصطلحات وتضمينها في المعجمات العلمية المتخصصة هو أول الطريق إلى امتلاك المعرفة، وتقييدها، وضبطها، ومقدمة لا يستغنى عنها لتطويرها، وتوطينها، ونقلها إلى عالم الفعل.
