تحتل قضايا الإصلاح السياسي مكان الصدارة في الجدل الدائر على الساحة السياسية الدولية؛ لما له من دور بالغ الأهمية في إقامة ديمقراطية حقيقية، خاصةً وأن كل الاتجاهات والقوى الوطنية تتفق على أن العلاج الحاسم للخروج من مشاكلنا المختلفة هو الديمقراطية الحقيقية، التي تحدد صيغة واضحة لتنظيم العلاقة بين الحاكم والمحكومين، تحمي المحكومين من عدوان الحاكمين وتعسفهم، وتضمن لهم حقوقهم التي كفلتها الدساتير، وتقيم مؤسسات دستورية فاعلة في إرساء مبادئ الديمقراطية.
كما أن الصحافة العربية الدولية التي تصدر بعيداً عن ضغوطات الحكومات العربية تعتبر من المصادر الرئيسية للجمهور العربي في التعرف على توجهات النظم السياسية نحو قضايا الإصلاح السياسي، وذلك نظراً لقدرة هذه الصحف على تشكيل اتجاهات الجمهور تجاه تلك القضايا، خاصةً في ظل المتغيرات الدولية والإقليمية والثورات العربية المصاحبة للتحول الديمقراطي؛ فوسائل الإعلام تتميز بالقدرة على تشكيل المدركات السياسية للأفراد من خلال تزويدهم بالمعلومات عن الشؤون والقضايا السياسية وترتيب أولوياتهم ومساعدتهم في ربط الأحداث والمواقف السياسية ببعضها البعض، فضلاً عن تأثير الرأي العام، وهذا يفسر العلاقة الجدلية بين وسائل الإعلام والعملية السياسية في أي بلد.
ويأتي هذا الكتاب ليهتم بدراسة سمات وخصائص الخطاب الصحفي لقضايا الإصلاح السياسي من خلال عينة من الصحف العربية الدولية، ومعرفة توجهاتها وتصورات الأطراف الفاعلة في خطاباتها، ومسارات البرهنة فيها, وكذلك الأطر المرجعية التي يستند إليها الكتاب والصحفيون في تناولهم لهذه القضايا، وتفسير أوجه الاتفاق والاختلاف بين هذه الخطابات المختلفة لصحف الدراسة، أي الدراسة العملية التي يتم من خلالها تشكيل اتجاهات هذا الخطاب نحو قضايا الإصلاح السياسي محل الدراسة والمقارنة فيما بينها خلال فترة زمنية محددة شهدت تحولات سياسية كثيرة وأحداثاً، وصولاً إلى النتائج والتوصيات الكفيلة بالإصلاح المنشود.
