في هذا الكتاب يقدم الدكتور علي عباس مراد مقاربة (نقدية - معرفية) لكل أشكال الأنظمة الديمقراطية وتطبيقاتها في العالم على مرّ التاريخ الحديث، ولا سيما في الأنظمة الرأسمالية الليبرالية، وأنظمة أخرى لا تعدو أن تكون خليطاً غير متجانس في بعض خصائصها شهدها عصرنا المعولم اليوم.
يتوزع الكتاب على ثلاثة عناوين رئيسة: يبحث الأول منها لمفهوم العولمة ونشأته وانتشاره، بينما يبحث الثاني في الأنظمة الديمقراطية وعلاقتها بالسلطة السياسية، والدولة والمجتمع المدني، واهتم العنوان الثالث والأخير في المستجدات الديمقراطية في عهد العولمة.
وبين أولى صفحات الكتاب «ديمقراطية عصر العولمة» وانتهاء بآخر فصل فيه؛ يصل المؤلف إلى نتيجة مهمة وهي: "... لا بد أن نتذكر أن المستفيدين الكبار من العولمة لا يريدون حقاً تطبيق الديمقراطية ولا تجديدها أو تفعيلها أو ابتكار أشكال جديدة منها لأنهم يدركون خطرها على سياساتهم ومصالحهم، مثلما أن بعض كبار المتضررين من العولمة هم أيضاً يرفضون الديمقراطية ويعارضونها جملة وتفصيلاً ولكل منهم أسبابه الخاصة، وفي العراق وأفغانستان والجزائر وإندونيسيا نماذج لهذا الموقف السلبي المشترك والمتماثل من مسألة الديمقراطية وتطبيقها بين مجموعتين مختلفتين ومتعارضتين تماماً وسبحان من جمع الشتيتين بعد أن ظنا وظن الجميع أنهما لا يلتقيان. إن الذرائع الممجوجة مثل (الحسابات الخاطئة) و(التغيرات المفاجئة وغير المحسوبة) التي يخفي المهزمون هزائمهم وراءها ويبررون بها فشلهم، ليست في حقيقة الأمر إلا اختصاراً لعجز هؤلاء عن قراءة خرائط الواقع الجيوسياسية والسياسية التاريخية والاستراتيجية".
ويضيف المؤلف: تأمل هذه الدراسة أن تكون قراءة ناجحة لتلك الخرائط وإدراكاً صحيحاً لإرغاماتها واشتراطاتها القسرية في هذا العصر لعلنا نستجيب لها بإرادتنا ونواجهها بخياراتنا بدلاً من أن يفرض علينا الآخرون الاستجابات والخيارات التي تناسبهم وتحقق مصالحهم، فهل تكون الديمقراطية اليوم خيارنا الذي نصنعه بأيدينا بدلاً من أن تكون خياراً مفروضاً علينا؟
