يناقش هذا الكتاب ظاهرة التدخل العسكري الإنساني في فترة ما بعد الحرب الباردة، وأشكاله وأطرافه عبر فترات مختلفة من تاريخ العلاقات الدولية، أعد الدراسة الأستاذ "جمال منصر" من خلال البحث في نموذجين عمليين لعمليات التدخل العسكري الإنساني في مرحلة ما بعد الحرب الباردة، يتعلق الأول بتدخل حلف شمال الأطلسي في كوسوفو في مارس/آذار 1999 في العملية التي حملت اسم "قوة التحالف"، ويتعلق الثاني بعملية التدخل الدولي في ليبيا في مارس/آذار 2011، التي عرفت باسم "فجر الأوديسا".
يطرح الكتاب تساؤلاً جديراً بالاهتمام وهو: ما هو موقف المجتمع الدولي إزاء ما يحدث من انتهاكات لحقوق الإنسان في دول لم تعد قادرة أو راغبة في حماية شعوبها، وبناءً على ذلك، فإن عدم الاتفاق على طبيعة الحقوق المنتهكة والطريقة الأنجع لمواجهة هذه الانتهاكات، يطرح هو الآخر إشكالاً جوهرياً: هل يمكن ضمان الحماية الدولية لحقوق الإنسان اعتماداً على عمليات التدخل العسكري؟
وللإجابة على هذه التساؤلات والإشكالات يتتبع المؤلف ظاهرة التدخل العسكري الإنساني بنماذجها المختلفة مثل: النموذج الامتناعي، ونموذج الإغاثة، ونموذج إعادة البناء وغيرها، ثم ينتقل إلى أنواعها ومعاييرها قبل أن ينتقل لدراسة مقارنة لعمليتي التدخل العسكري الإنساني في كوسوفو وليبيا ويقاربها بأدوات علمية، ومنهج تحليلي مقارن لحالتي الدراسة تلك، ليصل إلى نتائج وتوصيات في غاية الأهمية ومنها: "أن مفهوم السيادة بحاجة إلى تطوير، بما يجعله تعبيراً عن سيادة الدولة وليس سيادة الحكومة، باعتبار أن الشعب يملك السيادة وهو مصدر السلطات وأساس وجود الدولة، وهنا يبرز الطابع الديمقراطي لمفهوم السيادة الوطنية الذي لا يبرر انتهاك حقوق الإنسان، ويقضي على التعارض بين سيادة الدولة ونظرية التدخل الإنساني".
