تأثر السودان خلال الفترة من (2010-1980) بدورات كوارث طبيعية وبشرية تمثلت في الجفاف والتصحر والفيضانات علاوة على اشتعال حرب أهلية في جنوبه تمددت لتشمل أجزاء في الأواسط والشرق، إضافة لتفشي عمليات النهب المسلح في دارفور. كل ذلك جعل من حالة السودان كوارث مركبة تشابه في ظروفها وصورها حالات مماثلة لدول إفريقية أخرى.
هذا الكتاب ثمرة تجربة شخصية ومهنية لمؤلفه المهندس محمد الفاتح عوض مجذوب إبراهيم الذي تولى مهمة الإشراف على عملية شريان الحياة للسودان بتكليف من مفوضية الإغاثة والتعمير في بلاده، وهي العملية التي انطلقت مطلع إبريل/نيسان 1989 ومن عمليات العون الإنساني المتفردة على نطاق العالم؛ إذ أنها المرة الأولى في تاريخ الدولة الوطنية الحديثة التي تسمح فيها دولة ذات سيادة بإيصال المساعدات الإنسانية للمواطنين العالقين بمناطق تسيطر عليها حركات مسلحة متمردة على سلطاتها. وقد جاء التوقيع على الوثيقة الأساسية للعملية في الخرطوم بتاريخ 3 من مارس/آذار 1989، ما بين الحكومة من جهة واليونيسف وبرنامج الغذاء العالمي على الجانب الآخر، مفسحاً المجال أمام حقبة جديدة من تاريخ السودان تضافرت فيها جهود الضغط الدبلوماسي مع العون الإنساني في اتجاه إعادة صياغة الواقع السياسي المعيش منذ نشأة الدولة.
ويجيء هذا الكتاب في سياق التنوير بتقاطع المبادئ الإنسانية مع الأجندات السياسية في عمليات العون الإنساني التي جرت في السودان وذلك بالتركيز على فعاليات عملية شريان الحياة (2010-1989) والذي اعتنى مؤلفه بتحليل وتقييم سياسات الأطراف المعنية بالنشاط الإنساني في السودان وأثر ذلك على مجمل الأوضاع بالبلاد خلال الحكومات المتعاقبة على سدة الحكم، وأثر حركات التمرد المسلحة، والجهود الدبلوماسية للدول، ودور الأمم المتحدة والمنظمات الإقليمية، والمانحين والمنظمات غير الحكومية، وكل من ساهم في الوصول لاتفاقية السلام الشامل في السودان.
