Book Description
يُشكل كتاب «اللاجئون والمهاجرون العرب في بؤر التوتّر» دراسة في أسباب الهجرة غير الشرعية إلى أوروبا والعالم وتغطي محاورها مسارات تاريخية تعتبر فيها مسألة النزوح والهجرة من أكبر الأزمات الدولية منذ الحرب العالمية الثانية (1939- 1945) وحتى عصرنا الحاضر الذي تُمَثِّلُ فيه الهجرة غير الشرعية معضلة عربيةً، كما تؤكدها مئات الدراسات والتقارير الدولية وهذه الدراسة بسبب الفساد المالي والسياسي المتجذر في كثير من مؤسسات الحكم والإدارة العربية. وبسبب الاقتصاد الرَيْعِي الذي يسمح بتركيز الثروة في يد أقلية، بعيداً عن رقابة ومشاركة مؤسسات المجتمع المدني، وبسبب الارتباط التابع والعاجز مع مؤسسات الاقتصاد والمال المهيمنة.
ضمن هذا الهم المعرفي والإنساني يرصد المؤلف توفيق المديني أسباب الهجرة غير الشرعية للاجئين والمهاجرين العرب من بلدانهم إلى أوروبا والعالم وتداعياتها على البلد الأم للمهاجر وعلى الخارج. فقسّم دراسته إلى قسمين: جاء القسم الأول بعنوان: "اللاجئون العرب والحروب في الشرق الأوسط" ويتضمن عشرة فصول في أسباب هجرة اللاجئين السوريين إلى تركيا ولبنان والأردن وألمانيا ثم أسباب هجرة اللاجئين الفلسطينين السوريين إلى أوروبا. ومثلها هجرة اللاجئون العراقيون إلى أوروبا وهجرة اللاجئون اليمنيون إلى أوروبا واللاجئون السودانيون والصوماليون إلى أوروبا. أما القسم الثاني من الدراسة فجاء بعنوان "المهاجرون العرب ما بعد الربيع العربي في البلدان المغاربية"، ويتضمن ثلاثة فصول في أسباب الهجرة غير الشرعية من ليبيا إلى أوروبا، والمهاجرون المغاربيون ومنهم التونسيين والجزائريين غير الشرعيين إلى أوروبا. ثم رصد لمواقف أوروبا لمسألة الهجرة والتسوية المحدودة حول المهاجرين.
