شغل منصب رئاسة الوزراء خمس مرات، وانتخب عضواً في مجلس النواب لدورتين متتاليتين.
يسعى منذ اغتيال رفيق الحريري إلى لعب دور توافقي بطرحه مبادرات تسوية رغم اتهامات خصومه له بمحاباة الموالين لسوريا.
وكان يعتبر من أشد المعارضين للحريري ولمشروعه.
حاول حين ترؤسه الحكومة الأولى بعهد الرئيس إميل لحود أن يلاحق كل رجال الحريري الذين عملوا معه بتهم فساد.
يتبنى الديمقراطية كشعار للبنان.
بعام 1988 وعندما كان يتولى رئاسة الحكومة بالنيابة وبعد انتهاء ولاية الرئيس أمين الجميّل رفض تسليم الحكم للحكومة العسكرية التي شكلها الجميل برئاسة قائد الجيش العماد ميشال عون وذلك كونها لا تضم وزراء من الطوائف الإسلامية وأصبح بلبنان حكومتين، وكان يعتبر من وجه نظر الموالين له والمناوئين لعون بأنه يتولى مهمة رئيس الدولة بالنيابة.
ولعب دوراً مهماً في إقرار اتفاق الطائف.
تزوج من ليلى فرعون (توفيت بعام 1990) ولهم إبنه وحيدة: وداد سليم الحص.
