لا جدال في أن الفلسفة عالمية وإنسانية بالطبيعة، وخلاصة للعقل وللجهد البشريين، ليس لها من سلطة غير سلطة العقل والبرهان، فكل ما هو عقلي هو فلسفي وإنساني وعالمي ومحلي في الوقت نفسه، ومن أجل إلقاء الضوء على هذه النزعة الإنسانية العالمية في الفلسفة، أردنا البحث في رؤية واحد من عمالقة الفلسفة الإنسانية السياسية، ألا وهو برتراند رسل إذ لا يكاد أن يخلو فكره من تناول مشكلة النظام الاجتماعي والسياسي الأمثل حسب رأيه.
ومن الجدير ذكره هنا أن رسل مع كونه بريطاني المولد والمنشأ، إلا أن نظرته السياسية كانت دائماً عالمية البعد وشمولية المقصد، فقد قاوم الحرب العالمية الأولى والثانية؛ لفظاعة نتائجهما الهدّامة على الحضارة الأوربية كلها، والعالمية قاطبة. كما وقف ضد أيَّ أهداف عدوانية شريرة، تسعى لإشعال نيران الحروب، وتدمّر الحضارة الإنسانية، وندّد بالنزعات الشريرة؛ لاقتناعه بأن الحروب لا مبرّر لها أبداً، ولا يمكن أن تكون هي الحل النهائي لمشاكل الإنسان.
وانطلاقاً من هذه الرؤى الطيبة والروح الإنسانية العاصفة بالحب والعاطفة والتوّاقة إلى السلام وإطالة عمر الحضارة الإنسانية، ولبراءة رؤيته السياسية الهادفة إلى تحقيق أحلام الإنسانية جمعاء، ولتوسّع فكره الإنساني، ارتأينا الوقوف عند هذا الفيلسوف الذي أبدع في الكثير من مجالات الحياة من الفلسفة إلى الرياضيات وصولاً إلى الرؤى الدينية والتصوّف، وأخيراً السلام والسياسة، ومن أجل الوقوف على العديد من المحاور السياسية في فلسفته، أردنا أن نبحث في موقفه من الدولة، وأثر الجوانب الاجتماعية فيها، باعتبارها أساساً وركناً من أركان بناء الدول، وكذلك كيفية بنائه الدول، وسبل تحقيق الأمن والسلام العالمي.
