يمرّ التعليم العالي في السعودية بمرحلة مخاض عسير. فعلى الرغم من الإنجازات التي تحقّقت في العقد الأول من القرن الحادي والعشرين، لا يزال هذا النظام عاجزاً عن المنافسة والتأثير في نهضة الوطن، وتقدّم الاقتصاد، وخدمة التنمية. كما أن الجهود المبذولة لم تلامس القضية الأساسية التي يطرحها هذا الكتاب، وهي استقلالية الجامعات، وتطوّر هويّتها ورسالتها وأهدافها.
يرى المؤلّف أن النظام الحالي لمجلس التعليم العالي والجامعات الصادر قبل حوالى عشرين عاماً، ساهم في طمس هوية الجامعات، وخنق فرص التنوّع والاختلاف بينها.
ويقدّم هنا رؤية لنظام جديد للتعليم العالي تتجاوز الممارسات الراهنة، والفكر الإداري المسيطر، وتتوافق مع التطوّرات الحديثة في مسيرة التعليم العالي على الساحة الدولية. كما يأمل أن يحثّ الجامعات على تحديد طبيعة علاقتها بالدولة ومؤسّساتها، وصياغة علاقتها بالجامعات الأجنبية وبرامجها وبمؤسّسات الثقافة والفكر داخل البلاد وخارجها.
