منذ عام 1789، وكل دول العالم تنظر إلى الخلف وتتأمل ما وقع بفرنسا في ذلك العام، تتطلع وتستلهم النموذج، والوسائل، بل المحاذير أيضًا. وبرغم إعلان حقوق الإنسان والمواطن عام 1789 فى فرنسا، فإن الرعب والفزع والإرهاب استمروا سائدين على مدى أربعة أعوام بعد إعلانه،ولم تكن المقصلة قد ابتدعت بعدُ.
رأى اليسار أن إثارة الرعب كانت قسوة لابُدَّ منها، وكانت الثورة بالنسبة إلى اليمين مجرد حركة عنيفة من بدايتها؛ بتبنيها هدم احترام النظام والدين. ورأى بعض آخر أن قمة ما حققته لم تكن مجرد خلق حالة الرعب، بل خلق حالة تمرد، والقيام بالمذابح التي وصلت في قمتها إلى إعدام الملك نفسه.
في هذا الكتاب يكشف ويليام دويل لماذا حدثت الثورة الفرنسية وكيف حدثت، ما قضت عليه وما ابتدعته.
