عندما قٌتل بطرس غالي بيد إبراهيم الورداني عام 1910 أنشأت الحكومة ما أسمته "المكتب السياسي" وعينت جورج بك فلبيدس رئيسا له، وضعت تحت تصرفه أموال طائلة يصرفها بلا رقابة ولا مراجعة لكن المكتب ظل يعمل سنتين متواليتين دون أن يكون له أثر فعلي أو نتيجة ظاهرة فداخل فلبيدس شيء من الخوف في تفكير الحكومة في إلغائه فكان أن سولت له نفسه أن يخلق شيئا جسيما تهتز له مصر، ولم يلق أمامه بطبيعة الحال غير الحزب الوطنى ورجاله، لاعتقاده أن في مقدوره استغلال ما هو معروف عن هذا الحزب القوي النفوذ إذ ذاك من كراهة الإحتلال البريطاني ومناهضته بكافة الطرق السلمية فقرر أن يلقي في روع أولي الأمر أن الحزب قد دبر مؤامرة لاغتيال أكبر الرجال في مصر وهكذا تتوضد دعائم سلطة فلبيدس ويتسع سلطان نفوذه، وكان على إثر تلك المؤامرة المزعومة أن ألقي بالعديد في السجون لمدة 12 عام كان أحدهم هو محمود طاهر العربي.
