كتب فاتسلاف هافل كتاب "قوة المستضعفين" في أشد عصور الشيوعية قسوة، يصف فيه ظهور النظام الشيوعي والذي يطلق عليه نظام "ما بعد الشمولية"، ويشرح طريقة عمل هياكله "ذاتية الحركة"، والصراع بين متطلبات النظام الحاكم وحاجات المواطنين اليومية. إنه كتاب عن الهوية البشرية في صراعها من أجل تحقيق ذاتها مع نظم، تارة ديكتاتورية تقليدية، وتارة أخرى ديكتاتورية، تدعى أنها تحكم باسم الشعب وتعمل لصالحه. يقدم لنا هافل هذا الصراع من منظور قادته المستقلين خارج السلطة، أو كما يصفهم بالضعفاء الذين رفضوا حياة الخداع والوهم الذي يطعم به الديكتاتور مواطنيه ويدفعهم إلى أن يتنازلوا عن حاجاتهم الشخصية واليومية لصالح تحقيق أغراضه. يقدم هافل تفسيرًا لكيفية عمل الحركات المدنية الثائرة، أو ما تسمى في شرق ووسط أوربا بحركات المنشقين وعلاقتها بالمواطن والنظام والحياة.
عندما عرضنا فكرة ترجمة هذا الكتاب إلى اللغة العربية على الرئيس الراحل فاتسلاف هافل قبل وفاته بقليل وهو على فراش المرض عن طريق مترجمه وصديقه الكندي بول ويلسون, أجابه هافل (كما يقول بول) قائلاً: هل تعتقد أن العرب مستعدون لها عندما قمتم بثورتكم عام 1989؟- "فهمت ما تعنيه", هكذا أجابه فاتسلاف هافل.
