لا يخفى على الجميع أهمية ودور الادعاء العام وعلاقته بالسلطة القضائية، ودورهما الكبير في إرساء قواعد القانون وتحقيق العدالة الاجتماعية، لاسيما وإن هذا الكتاب يتناول بصورة تفصيلية كافة المراحل التي مرّ بها الادعاء العام بدءاً من نشأته، ووصولاً إلى دوره الفاعل في الوقت الحالي.
وإن هذه المقارنة التي عمل عليها المؤلف في تناول دور الادعاء العام في العراق؛ والنيابة العامة في المملكة الأردنية الهاشمية، اعتمدت على الأسلوب العلمي والقانوني الرصين، حيث تطرق المؤلف بشكل مفصل ودقيق إلى أوجه التشابه والاختلاف بين واجبات وعمل وصلاحية الجانبين.
وكذلك أوضح بشكل لا ريب فيه الفرق بين تسمية الادعاء العام والنيابة العامة، وصلاحيتهما في الاتهام والتحقيق، وهذا إن دلّ على شيء فإنما يدل على ان المؤلف قد سبر أغوار التشريعات والقوانين النافذة في هذا المجال، وكرّس جهده في إبداء الملاحظات والأفكار التي تمكّن إثراء وتطوير جهاز الادعاء العام لكونه عنصـر أساسي من عناصر السلطة القضائية التي تعمل على تحقيق المصلحة العامة.
