يعتبر قياس الأداء هو التطور التاريخي للرقابة على الأداء والذي يركز على جودة توصيل الخدمة وتحقيق النتائج التي تسعى المنظمة إلى تحقيقها، وعملية الرقابة غالبا ما تتم سنويا ولكن في بعض الحالات تكون ربع سنوية ، وقد تتكرر كثيرا. وبالتالي تركز الرقابة على التكلفة وتوصيل الخدمة وعدد الأفراد الذين حصلوا على الخدمة. وتعمل نظم الرقابة على مقارنة الأداء الحالي للوحدات بالأداء السابق، أو مقارنة النتائج المتحققة بالمعدلات المستهدفة. ونتيجة لأن الخدمات العامة لها أبعاد متعددة أدى هذا إلى خلق نوع من الصعوبة في تصميم نظام مناسب للرقابة. وقد استخدمت الرقابة في المنظمات الفيدرالية والولايات والمحليات في الولايات المتحدة الأمريكية لتحسين الجودة، ولكن في ظل نظم الرقابة غالبا ما تكون البيانات المتاحة عن الأداء غير دقيقة، ولتقليل الأخطاء والتلاعب في البيانات المتاحة يجب المراجعة الدورية لهذه البيانات
