يركز هذا الكتاب على الحراك الاقتصادي العالمي في ظل المتغيرات الدولية المتأزمة مع فيروس كورونا كوفيد -19، ونظرية الخوف التي دائما ما تأتي بتغيرات جوهرية في النظام العالمي. ولقد كان الاقتصاد دائما عمود السياسة ومحركها الرئيسي، والاقتصاد الدولي محكوم بنزعات المنافسة بين الوحدات الاقتصادية الكبرى الساعية إلى تأمين حضور وازن في الأسواق العالمية من خلال الإمساك بحركة التجارة الدولية، والاستئثار بالموارد المخزونة في مناطق محدودة من العالم مثل النفط والغاز، والمعادن، وشبكة المواصلات، والكتل السكانية التي تلعب دور السوق الاستهلاكية أو سوق التصريف للسلع الصناعية الجاهزة.
يرصد هذا الكتاب الحراك الدولي العام مع ظهور فيروس كورونا الذي أصبح عاملا فعالا في الاقتصاد والسياسة، حتى أصبحت تقاس قوة الدولة بما تملكه من كمامات ومستشفيات ومن قدرةٍ على حشد جهودها في سبيل تقليل الإصابات. وتبحث هذه الدراسة التغيرات الدولية وتأثيرات العزل الصحي على المجتمع، والتأثيرات الاقتصادية.
والواقع أن العلاقات بين الدول تتأثر بعوامل عديدة، منها الاقتصاد أو الموقع الجيو استراتيجي أو العوامل الاجتماعية، ولكنّ ثمة عاملا مهما دائما ما يكون من العوامل الحاسمة في تغيّر الأنظمة العالمية، وهو الخوف. فمن خلال تتبع مسارات العلاقات الدولية نجد أن تبدل النظام العالمي في كل مرحلة يتأثر بدافع الخوف؛ خوف الدول الكبرى على مصالحها وخوف الدول الأقل شأنا على نفسها.
إنّ العلاقات الدولية موجودة منذ القدم مع ظهور التكتلات البشرية حيث قامت بين القبائل روابط الجوار، مع أن العلاقات الدبلوماسية بمفهومها الحديث لم تعرف إلا مؤخراً مع قيام الدولة والمفاهيم التي ارتبطت بها من سيادة وسلطان وسلطات وحقوق وواجبات وما شابهَ ذلك.
