لقد شهدت قضية ذوي الاحتياجات الخاصة تطوراً ملحوظاً وهذا التطور يغلب عليه الجانب الخيري القائم على الرعاية لحقوق الأشخاص ذوي الإعاقة وقضاياهم، دون الإعتماد على خطط ومنهجية، إذ يمكن رصد بعض المبادرات الفردية، والتحركات الفئوية من جانب بعض منظمات، وجمعيات المجتمع المدني والناشطين، والناشطات، انحصرت في تقديم جملة من الخدمات وتلبية الإحتياجات الفردية العاجلة، فلابد ان يتحول الأمر إلى النهج الشمولي القائم على الحقوق، واحترام خصوصية الشخص ذي الإعاقة، واستقلاله، إلى ان اضاء بريق الأمل بوجود الإتفاقيات الدولية الخاصة بحقوق الأشخاص ذوي الاحتياجات الخاصة، والتي تعيد تأكيد ضرورة تمتع جميع الأشخاص ذوي الإعاقة، بجميع حقوق الإنسان والحريات الأساسية.
